RESOLUTION #11-2020
IN THE MATTER OF declaring it necessary to levy a tax in excess of the ten-mill limitation
The Board of Trustees of the Refugee-Canyon Joint Fire District, Licking County, Ohio, encompassing the Village of Hebron and Union Township met in special session on the 28th day of July 2020 at 111 Basin Street, Hebron, Ohio with the following members present:

Mr. Moore moved for the adoption of the following Resolution:
WHEREAS, The amount of taxes which may be raised within the 10-mill limitation will be insufficient to provide an adequate amount for the necessary requirements of said Refugee-Canyon Joint Fire District, encompassing the Village of Hebron and Union Township, Licking County, Ohio; and
WHEREAS, It is necessary to levy a tax under Ohio Revised Code Section 5705.19(I) in excess of the ten-mill limitation, and the Board of Trustees has previously certified to the County Auditor of Licking County, Ohio, a resolution requesting the County Auditor certify to the Board of Trustees the total current tax valuation of the Refugee-Canyon Joint Fire District and the total amount of revenue that would be generated by a levy of 8.5 mills, in excess of the ten-mill limitation. The Certificate of County Auditor is attached hereto and made a part hereof as Exhibit “A”;
NOW, THEREFORE, BE IT RESOLVED by the Refugee-Canyon Joint Fire District Board of Trustees:
SECTION 1: This Board finds it is necessary to levy a five-year tax in excess of the 10-mill limitation for a tax for the benefit of the Refugee-Canyon Joint Fire District pursuant to Ohio Revised Code Section 5705.19(I) for the purpose of providing and maintaining fire apparatus, mechanical resuscitators, underwater rescue and recovery equipment, or other fire equipment and appliances, buildings, or sites therefor, or sources of water supply and materials therefor, for the establishment and maintenance of lines of fire alarm communications, for the payment of firefighting companies or permanent, part-time or volunteer firefighting, emergency medical service, administrative, or communications personnel to operate the same, including the payment of any employer contributions required for such personnel under Section 145.48 or 742.34 of the Revised Code, for the purchase of ambulance equipment, for the provision of ambulance, paramedic or other emergency medical services operated by a fire department or firefighting company, or for the payment of other related costs, and that it intends to submit the question of additional tax levy to the electors at an election on November 3, 2020, as authorized by Sections 5705.19(I) and 5705.191 of the Ohio Revised Code. If approved, the additional five-year tax would first be levied in tax year 2020 and first collected in calendar year 2021; and
SECTION 2: The question approving the additional five-year levy shall be submitted to the electors of the Village of Hebron and Union Township at the general election to be held on the 3rd day of November 2020; and
SECTION 3: The taxes will be levied upon the entire territory of the District, which includes the Village of Hebron and Union Township; and
SECTION 4: The ballot measure shall be submitted to the entire Refugee-Canyon Joint Fire District which encompasses the Village of Hebron and Union Township; and
SECTION 5: The form of the ballots cast as such election shall be:
SECTION 6: The entire territory of the Refugee-Canyon Joint Fire District is located in Licking County, Ohio; and
SECTION 7: The District Fiscal Officer is hereby directed to certify a copy of the resolution to the County Auditor and Board of Elections, Licking County, Ohio.
Mr. Wolf seconded the motion to adopt the resolution. The roll call vote resulted as follows:

Resolution #11-2020 declaring it necessary to levy a tax in excess of ten-mill limitation is hereby duly adopted upon reading this 28th day of July 2020, by order of the Refugee-Canyon Joint Fire District Board of Trustees, Licking County, Ohio.
