RESOLUTION #10-2020
IN THE MATTER OF requesting certification from the Licking County Auditor
The Board of Trustees of the Refugee-Canyon Joint Fire District, Licking County, Ohio, encompassing the Village of Hebron and Union Township met in regular session on the 23rd day of July 2020 at 111 Basin Street, Hebron, Ohio with the following members present:

Mr. Prince moved for the adoption of the following Resolution:
WHEREAS, The Board of Trustees of the Refugee-Canyon Joint Fire District (“District”) have determined that it is necessary to levy an 8.5 mill tax outside the 10-mill limitation in order to provide sufficient fire protection service to all inhabitants of the District; and
WHEREAS, The passage of this resolution is required in accordance with Ohio Revised Code Section 5705.03(B)(1);
NOW, THEREFORE, BE IT RESOLVED by the Refugee-Canyon Joint Fire District Board of Trustees:
SECTION 1: This Board finds it necessary to levy a 5-year, 8.5 mill additional tax outside the 10-mill limitation in order to provide and maintain fire apparatus, mechanical resuscitators, underwater rescue and recovery equipment, or other fire equipment and appliances, buildings, or sites therefore, or sources of water supply and materials therefor, for the establishment and maintenance of lines of fire alarm communications, for the payment of firefighting companies or permanent, part-time or volunteer firefighting, emergency medical service, administrative, or communications personnel to operate the same, including the payment of any employer contributions required for such personnel under Section 145.48 or 742.34 of the Revised Code, for the purchase of ambulance equipment, for the provision of ambulance, paramedic or other emergency medical services operated by a fire department or firefighting company, or for the payment of other related costs, and that it intends to submit the question of additional tax levy to the electors at an election on November 3, 2020, as authorized by Sections 5705.19(I) and 5705.191 of the Ohio Revised Code. If approved, the additional 5-year tax would first be levied in tax year 2020 and first collected in calendar year 2021; and
SECTION 2: The District, pursuant to Ohio Revised Code Section 5705.03(B), is requesting that the Licking County Auditor certify to the Refugee-Canyon Joint Fire District a total current tax valuation of the Fire District (“Subdivision”), which consists of the Village of Hebron and Union Township, along with the dollar amount of revenue that would be generated by the 8.5 mill additional levy; and
SECTION 3: The purpose of the additional 5-year levy will be to provide and maintain fire apparatus, mechanical resuscitators, underwater rescue and recovery equipment, or other fire equipment and appliances, buildings, or sites therefore, or sources of water supply and materials therefor, for the establishment and maintenance of lines of fire alarm communications, for the payment of firefighting companies or permanent, part-time or volunteer firefighting, emergency medical service, administrative, or communications personnel to operate the same, including the payment of any employer contributions required for such personnel under Section 145.48 or 742.34 of the Revised Code, for the purchase of ambulance equipment, for the provision of ambulance, paramedic or other emergency medical services operated by a fire department or firefighting company, or for the payment of other related costs, and that it intends to submit the question of an additional tax levy to the electors at an election on November 3, 2020, as authorized by Sections 5705.19(I) and 5705.191 of the Ohio Revised Code. If approved, an additional 5-year tax would first be levied in tax year 2020 and first collected in calendar year 2021; and
SECTION 4: The submission of the question of the tax by the Refugee-Canyon Joint Fire District is authorized by Ohio Revised Code Section 5705.19(I); and
SECTION 5: The Refugee-Canyon Joint Fire District seeks to submit the levy to the electors of the District at the general election to be held on the 3rd day of November 2020; and that the 5-year levy will commence tax year 2020, first collected in 2021; and
SECTION 6: The District Clerk/ Fiscal Officer is hereby authorized to certify this resolution to the Licking County Auditor.
Mr. Moore seconded the motion to adopt the resolution. The roll call vote resulted as follows:
