AMENDED RESOLUTION #04-2020
IN THE MATTER OF denouncing the petition to conform boundaries of a certain area of Union Township, Licking County, Ohio into Granville Township, Licking County, Ohio
Whereas, Union Township, Licking County, Ohio and the Village of Hebron signed a joint resolution on 30 October 2019 (Village of Hebron Resolution 19-12) to form the Refugee-Canyon Joint Fire District per the Ohio Revised Code Section §505.371; and
Whereas, The residents, homeowners and visitors of Union Township will be more efficiently and effectively served by having a satellite station and increased staffing more centrally located to respond to emergencies in the central, northern and western portions of Union Township; and
Whereas, Article XXI of the joint resolution obligated the Refugee-Canyon Joint Fire District Board of Trustees to assume the responsibility for the contract between Union Township and Granville Township for fire protection services to the northern portion of Union Township, in the same manner and amount of compensation that was established in the agreement for calendar year 2020; and
Whereas, Granville Township Board of Trustees, instead of honoring the agreement, took action via a motion during the November 6, 2019 special meeting to send a Notice of Cancelation letter, thereby releasing the Refugee-Canyon Joint Fire District of any obligation to compensate them as per their agreement with Union Township Board of Trustees; and
Whereas, a small group of Union Township residents, with the unfortunate support of the Granville Exempted Village School Board as passed by resolution on March 16, 2020, have put forth an effort to conform boundaries consistent with the Granville Exempted Village School District boundaries; and
Whereas, The information in the resolution passed by Granville Exempted Village School Board contains a significant amount of misinformation and is a gross misrepresentation of the goals, objectives, and mission of the Refugee-Canyon Joint Fire District; and
Whereas, The Refugee-Canyon Joint Fire District Board of Trustees firmly believe that conforming portions of the Union Township boundaries into Granville Township will be detrimental to the entire population of Union Township, potentially reducing revenue dramatically; and
Whereas, the Refugee-Canyon Joint Fire District aims to serve and provide quality fire and EMS protection to all portions of Union Township and is striving to achieve a sense of unity within the community;
NOW, THEREFORE, BE IT RESOLVED that the Refugee-Canyon Joint Fire District Board of Trustees adamantly opposes any conforming of boundary into Granville Township.
BE IT FURTHER RESOLVED that the fiscal officer is hereby authorized and directed to forward copies of this resolution to all Union Township Trustees; Village of Hebron Mayor and Council; Lakewood Local School District Board members; Granville Exempted Village School Board members; Granville Township Trustees; the Licking County Commissioners; Honorable Speaker of the Ohio House of Representatives, Larry Householder; and Senate District 31 Senator, Honorable Jay Hottinger.
