Opening:

Meeting was called to order at 7:05 PM by Vice Chairperson Weekly who led the Pledge of Allegiance.

Public Comment:

Comments from live-stream listeners were directed to be sent by email to station350@rcfiredistrict.org.

Comments received from Patty Costello by email regarding the lease rate were provided to Mr. Weekly. He stated that the terms of the lease are still being negotiated at this time.

Clerk/Fiscal Officer’s Report:

The minutes from the previous regular meeting held 13 May 2021 were reviewed.  Mr. Sharps moved to approve the minutes as submitted, and Mr. Wolf seconded the motion. Motion passed 3-0.

Ms. Perkowski informed the board that she had completed the UAN payroll training. Target date for taking payroll in-house is July 2, contingent upon completing the necessary requirements for establishing EFT procedures.

Chief’s Report:

Chief Mason requested permission to apply for the 2021 Community Wildfire Risk Reduction Grant. He intends to apply for eligible computers ($3,000 max with 50% match). Mr. Wolf moved to authorize Chief Mason to apply for the grant. Mr. Weekly seconded the motion. Motion passed 3-0.

Old Business:

Regarding the MOU/lease agreement, Union Township is still collecting invoices and attorneys are still negotiating terms of the agreement.

New Business:

There was a discussion on the 2021 summer meeting schedule. Mr. Sharps moved to set the summer meeting schedule (June-August) as June 24, July 22, and August 26. Mr. Wolf seconded the motion. Motion passed 3-0.

Given the current circumstances of some board members’ health, the board discussed authorizing a third member as a signatory.  Mr. Weekly moved to authorize Mr. Wolf as a signatory and authorize Ms. Perkowski to complete the necessary paperwork with the bank. Mr. Sharps seconded the motion. Motion passed 3-0.

Executive Session:

At 7:17 P.M., Mr. Weekly moved to enter into executive session pursuant to O.R.C. 121.22(G)(1) to consider the discipline of a public employee(s).  Mr. Wolf seconded the motion.
Motion passed 3-0.

At 7:45 P.M., Mr. Weekly moved to return from executive session, and Mr. Wolf seconded the motion. Motion passed 3-0.

Mr. Sharps moved to extend FF Ethan Jolliff’s probationary period by three (3) months. Mr. Wolf seconded the motion. Motion passed 3-0.

Members’ Minute:

RCFD’s legal counsel, Mr. Comstock, sent notice to the board that Judge Marcelain has set the pretrial conference for July 14, 2021 and requested to have one board member present.  Mr. Wolf agreed to represent the board at the pretrial conference.

Closing:

The next regular meeting will be June 24, 2021 at 7:00 PM at the RCFD station.

Mr. Wolf moved to adjourn the meeting at 7:48 PM, and Mr. Weekly seconded the motion. Motion passed 3-0.
