Meeting was called to order at 7:00 PM by Vice Chairperson Weekly who led the Pledge of Allegiance.
Mr. Sharps moved to appoint Alec Chester (FF/EMT) and Matthew McQuesten (FF/Paramedic) to part-time positions effective 01 May 2021, contingent upon successful review of FBI/BCI background checks. Mr. Wolf seconded the motion. Motion passed 3-0. Mr. Weekly administered their oaths of office and welcomed them to RCFD.
Comments from live-stream listeners were directed to be sent by email to firstname.lastname@example.org. None were received by email, and no comments were made by the public.
Clerk/Fiscal Officer’s Report:
The minutes from the previous regular meeting held 08 April 2021 were reviewed. Mr. Wolf moved to approve the minutes as submitted, and Mr. Sharps seconded the motion. Motion passed 3-0.
Chief Mason thanked the board for appointing the new members. He reported that a part-time employee submitted a letter of resignation.
The generator repair for Engine 351 was completed.
A resident called earlier in the week with a concern about RCFD’s ISO score increasing insurance rates. As a new entity not in the system, RCFD’s score is automatically a ten (10). Chief called ISO, and ISO has agreed to review and score RCFD before the end of the year. Under the Village of Hebron, the ISO score was 3/3Y.
Regarding the MOU, RCFD has established new accounts for natural gas and electric utility services. Shackleford closed out the old waste removal account; we are in the process of determining exactly what services we need and getting information from various vendors before creating a new account. For lawn care, we are considering purchasing a mower rather than paying for a service.
Our legal counsel received the first draft of the lease agreement from Union Township earlier this afternoon. Our legal counsel will review it and continue negotiations.
Ms. Perkowski presented Resolution #11-2021 (Amending Resolution #08-2021, Final Appropriations). It corrected the appropriation amount for Ohio Police and Fire, and it added language to authorize the Fiscal Officer to establish account codes. Mr. Sharps moved to approve the resolution, and Mr. Wolf seconded the motion. Motion passed 3-0.
At 7:17 P.M., Mr. Wolf moved to enter into executive session pursuant to O.R.C. 121.22(G)(1) to consider the discipline of a public employee(s). Mr. Sharps seconded the motion. Motion passed 3-0. At 7:41 P.M., Mr. Wolf moved to return from executive session, and Mr. Weekly seconded the motion. Motion passed 3-0.
Mr. Sharps moved to accept the recommendations by Chief Mason in regards to the personnel investigation pursuant to Resolution #07-2021. Mr. Wolf seconded the motion. Motion passed 3-0.
Mr. Weekly asked Chief Mason for an update on purchasing the UTV. Chief Mason reported that a committee was formed; they have a list of vendors and intend to schedule visits.
The next regular meeting will be May 13, 2021 at 7:00 PM at the RCFD station.
