Meeting was called to order at 7:00 PM by Vice Chairperson Prince who led the Pledge of Allegiance.

Mr. Moore moved to amend the agenda to include the following: a moment of silence for former Hebron Fire Chief, Denny Davis, and to acknowledge this week as National Fire Prevention Week. Mr. Weekly seconded the motion.  In further discussion, Mr. Moore added that former Chief Davis passed away earlier this week and commended his decades of service to the community and to the fire service. Motion carried 3-0.

A moment of silence was observed in memory of former Hebron Fire Chief, Dennis Davis.

Mr. Moore moved to appoint Kristen Warner, FF/EMT, to a part-time position effective 17 October 2020. Mr. Weekly seconded the motion. All members present voted in favor.

Public Comment:

Comments from live-stream listeners were directed to be sent by email to station350@rcfiredistrict.org. None were received.

The minutes from the previous regular meetings held August 27, 2020 and September 24, 2020 were reviewed. Mr. Moore moved to approve the August 27 minutes as submitted.  Mr. Weekly seconded the motion, and the motion carried 3-0.  Mr. Weekly moved to approve the September 24 minutes as submitted. Mr. Moore seconded the motion, and the motion carried 3-0.

Clerk/Fiscal Officer’s Report:

Ms. Perkowski presented the August 2020 bank reconciliation report. Mr. Weekly moved to approve the report as submitted. Mr. Moore seconded the motion. Motion carried 3-0.

 

Chief’s Report:

The September 2020 fire/EMS activity report will be presented at the next meeting.
Chief Mason thanked the board for recognizing the men and women of RCFD and other fire organizations during National Fire Prevention Week.
The board was informed of a second round of the AFG-COVID-19 grant that is open for applications.
Chief Mason also intends to apply for the 2021 MARCS grant.
An RCFD firefighter/paramedic, Chris Shoup, was contacted by a local business, and he will be providing first aid and CPR training for this business, as part of RCFD’s Community Paramedic Program.

 

Old Business:

Update on Station 352:  Mr. Prince informed the board that the steel structure framing is up and the siding is going up.  The basic installation work should be done next week.  Volunteer interior painting continues.

 

New Business:

This is the third reading of Resolution #14-2020 and no comments have been received. Mr. Weekly moved to approve Resolution #14-2020 (Rescue Billing). Mr. Moore seconded the motion, and the motion carried 3-0.

Ms. Perkowski presented an intra-fund transfer, budget modification. Mr. Moore moved to approve Resolution #15-2020 (Budget Modification). Mr. Weekly seconded the motion, and the motion carried 3-0.

Ms. Perkowski also presented a request to approve Then & Now purchase orders. Mr. Weekly moved to approve Resolution #16-2020 (Then & Now).  Mr. Moore seconded the motion. Motion carried 3-0.

 

Members’ Minute:

Mr. Moore shared that the new Village Administrator has started work and hopes to have him in for introductions soon.

 

The next regular meeting will be October 22, 2020 at 7:00 PM at the RCFD station.

Mr. Weekly moved to adjourn the meeting at 7:23 PM, and Mr. Moore seconded the motion. Motion carried 3-0.
