The meeting was called to order at 1900 hours at the Hebron Municipal Complex, 934 W. Main St. Hebron, OH, by Chairperson Layton.
Roll was called and the following members were present: Mr. Layton, Mr. Moore, Mr. Prince and Mr. Weekly and Dr. Forshey.
Mr. Layton asked everyone to stand and recite the Pledge of Allegiance.
Mr. Layton asked Dr. Forshey to introduce himself to the guests.
Dr. Forshey moved to approve the meeting minutes from the 25 November 2019 meeting as presented. Mr. Weekly seconded the motion, all present voted in favor of the motion to approve the 25 November 2019 meeting minutes as presented.
Mr. Dan VanNess, Granville Township Trustee introduced himself, Trustee-Elect Rob Schaadt and Fire Chief Casey Curtis. Mr. Van Ness expressed that the RCFD Board needs to be in the driver’s seat with respect to meeting with Granville Township regarding any mutual/automatic aid. Mr. Prince added that there are some issues that need to be addressed relative any agreement, particularly the threat of some residents petitioning to annex into Granville Twp., the letter received from Sean Grady, Licking County EMA, outlining the commissioners support to charge RCFD per run and the potential impact that would have on any budget. Mr. Weekly briefly discussed the mutual aid/automatic aid that was mentioned in the letter from the Granville Township Trustees.
Chief Mason offered to sit down between now and the end of the current Union Township/Granville Township contract with Chief Curtis and identify what having an engine and medic at 6265 Lancaster Rd., might look like with respect to the run cards. All RCFD board members present supported the idea.
There was a discussion on the status of the webpage, social media site, etc. Update was given.
There was discussion regarding the quote for health insurance. More information to follow as it becomes available.
There was discussion regarding the district financial institution, application process and intergovernmental relationships.
Mr. Weekly moved to submit a letter to the editor outlining a brief history and status regarding the RCFD. Mr. Moore seconded the motion. All present voted in favor of the motion. Mr. Prince will take care of this.
There was discussion regarding filing a public records request with the Licking County Commissioners reference the letter from EMA Director Sean Grady’s letter outlining the intent to bill RCFD for fire and EMS dispatch. Mr. Prince agreed to follow-up on this.
Mr. Moore moved to accept the form for application for employment with RCFD as presented. Mr. Weekly seconded the motion. All present voted in favor of the motion to accept the application for employment form.
Mr. Moore moved to establish the official date of the Refugee-Canyon Joint Fire District operation effective 01 January 2020. Mr. Weekly seconded the motion. All present voted in favor of the motion.
Mr. Prince gave an update on the Union Township property at 6265 Lancaster Rd. Both bids for construction were rejected and the project will be rebid. The rebid opening is scheduled for 23 December 2019 at 0915 at the Union Township Complex.
Dr. Forshey moved to adjourn the meeting at 1945 hours. The motion was seconded by Mr. Moore. All present voted to adjourn. The meeting was adjourned.
